Terms of sale
1. Parties and scope
These terms of sale govern the provision of the CTI Forecast service, available at ctiforecast.com, by Karim EL BOUNI (sole proprietorship), trading as “Dallas” and under the CTI Forecast brand, SIRET 799 186 325 00020 (the “Publisher”), to anyone who creates an account (the “Customer”).
The service is reserved for businesses. By creating an account, the Customer declares that they are acting for the purposes of their commercial, industrial, craft or professional activity, or public service mission, and not as a consumer. Consumer withdrawal rights therefore do not apply.
Creating an account constitutes unreserved acceptance of these terms. The Publisher records the date, the accepted version and the IP address of this acceptance.
2. Description of the service
Through a web interface and an API, CTI Forecast provides a feed of technical cyber-threat indicators: file hashes, IP addresses, domain names, URLs and vulnerability identifiers (CVE). These indicators are automatically extracted from publicly available security research publications, then filtered, given a confidence score and, where possible, linked to the source article. The service contains no personal data.
3. Plans and prices
| Plan | Monthly price | Main limits |
|---|---|---|
| Free | €0 excl. VAT | 100 requests per day, data delayed by 24 h |
| Pro | €49 excl. VAT | 10,000 requests per day |
| Business | €199 excl. VAT | 100,000 requests per day, bulk export |
VAT not applicable, article 293 B of the French General Tax Code: prices are net. The current plans are listed on the Pricing section of the site; the applicable price is the one displayed at the time of subscription. The Publisher may change its prices; any change is announced to the Customer by email at least 30 days before it applies to their subscription, and the Customer may cancel before that date.
4. Free trial
A 14-day free trial of the Pro plan may be offered once per Customer, without a payment method. If no payment method has been added by the end of the trial, the subscription stops and the account returns to the Free plan at no cost. Upgrading to a higher plan during the trial ends the trial and triggers billing for that plan.
5. Payment, invoicing and renewal
Paid subscriptions are monthly and payable in advance by card through the payment provider Stripe. The Publisher never has access to card numbers. The subscription renews automatically every month on the subscription anniversary date. An invoice is issued for every payment and remains available from “My account”.
The Customer may change plans at any time. Upgrading to a higher plan is charged immediately, pro rata for the remaining period. Downgrading gives rise to a pro-rata credit deducted from subsequent invoices; this credit is not refundable.
If a payment fails, Stripe retries it. If payment cannot be collected, the subscription is suspended and the account returns to the Free plan. In accordance with article L441-10 of the French Commercial Code, any late payment incurs penalties at three times the legal interest rate and a fixed recovery fee of €40.
6. Cancellation
The Customer may cancel at any time from “My account”, under “Manage subscription and invoices”. Cancellation takes effect at the end of the monthly period already paid; no pro-rata refund is due. The Publisher may terminate or suspend an account, without notice or refund, in the event of a serious breach of these terms by the Customer, in particular of section 7.
7. Permitted use and Customer obligations
The service is intended exclusively for the defence of information systems: detection, blocking, threat hunting, incident response and monitoring. It is forbidden:
- to use the service to attack, scan without authorisation or compromise third-party systems;
- to resell, redistribute or publish all or part of the feed outside the Customer's organisation without the Publisher's written consent;
- to share API keys with third parties or to circumvent the plan's quotas.
The Customer is responsible for keeping their credentials and API keys confidential and for any use made with them. They inform the Publisher without delay in the event of compromise.
8. Nature of the data and liability
Indicators are produced automatically from public sources and may contain false positives or errors. They are provided “as is”, as a decision aid. The Customer must verify them before any action likely to affect production (for example, blocking an address or a domain). The Publisher is bound by an obligation of means.
The Publisher cannot be held liable for indirect damage such as operating losses, loss of revenue, loss of data or damage to reputation. In any event, its total liability under a subscription is limited to the amounts actually paid by the Customer during the twelve months preceding the event giving rise to the claim.
9. Availability
The Publisher strives to provide continuous access to the service, without a service level agreement (SLA). Interruptions may occur for maintenance, updates or technical incidents. No compensation is due for temporary unavailability.
10. Intellectual property
The service, its software, its selection and scoring method and the database it constitutes remain the property of the Publisher. The subscription grants the Customer a personal, non-exclusive and non-transferable right of use for its internal needs and for the duration of the subscription. Cited source articles remain the property of their authors.
11. Personal data
The processing of the Customer's account data is described in the legal notice.
12. Changes to these terms
The Publisher may amend these terms. Substantial changes are notified by email at least 30 days before they take effect; a Customer who refuses them may cancel before that date.
13. Governing law and disputes
These terms are governed by French law. In the event of a dispute, the parties first seek an amicable solution. Failing that, the dispute is brought before the Commercial Court of Lyon (France), including in the case of multiple defendants or third-party proceedings.
